The Policy Workshop

Catherine Barr Windels is President of the Policy Workshop, a public affairs firm created to help clients meet policy challenges through effective partnerships with policy experts, think tanks and opinion journalists, both in the U.S. and international markets. Catherine has over three decades of experience in government, politics, and the corporate sector, including stakeholder and media relations, speechwriting, international affairs, and policy communications. Prior to establishing the Policy Workshop, she was Senior Director for Worldwide Policy Mobilization at Pfizer Inc, where she served as Pfizer’s ambassador to think tanks around the world, and created and managed “Pfizer Forum,” a global advertorial program that appeared in publications including The Economist and The Financial Times.  Before joining Pfizer in 1987, Catherine served in the Reagan Administration for six years in positions including that of Acting and Associate Director of the President’s Commission on White House Fellowships, and Director of the Office of Media and Special Programs at the U.S. Department of Transportation. She serves on the board of the American Studies Center (Arlington, VA), the parent organization for Radio America, a network with some 400 affiliates around the U.S., and for the American Veterans Center. She also serves on the advisory board of the European Centre for International Political Economy (ECIPE, Brussels), a think tank that focuses on trade and economic policies in Europe and Asia. She has spoken on health care and policy issues on numerous occasions, including lectures at the Harvard School of Public Health and the École des Hautes Études Commerciales in Montreal.  She is a graduate of the Honors Program at Villanova University, where she serves on the College of Liberal Arts and Sciences Dean’s Advisory Council.
